Keep in mind that, except for those with the Healing Gift, "deciding" 
probably doesn't have a lot to do with it. Given that modern birth control 
isn't 100% effective, we can be certain that the methods they'd be using in 
Valdemar (described briefly in By The Sword), wouldn't be.

In fact, given the hedonistic tendencies of many of the Heralds we know, I'm 
surprised there aren't more with children. ;)

They had some sort of powder, probably similar to modern birth control.  It
was explained in the Arrows series...if anyone needs, I can hunt up the
actual textevd?  Anyways, the females were to take this powder every day,
except during their flows, and it could even be used to move the period a
few days if needed.

Since I have no life, I have found both text evidences.

Text evidence about the facts of life begins on page 129 in By the Sword. 
Though birth control is not directly mentioned in this passage, it is
implied.  Seeing as how I believe Kerowyn to be a smart young woman I
believe she would not risk her chance at bieng a mercenary by even chancing
having a child.

Text evidence of birth control powder is on page 248 of Arrows of the
Queen.  It is directly mentioned by Sherill in this passage.
