Secondly, I don't think that every soul would eventually come back as a Herald. The reason is that other countries have people who are, essentially the same thing as Heralds... For instance, in Oathbreakers the Star-Eyed told Tarma and Roald flat out that Her Kal'enedral were pretty much the Shin'a'in version of Heralds and that the Companions were very similar to the Leshy'a Kal'enedral. She even made a joke about creating black Companions for the Shin'a'in.
