Indirect evidence exists that it was still in use. In STORMS there are a number of references to 'your tell-me-true spell' by Karsites. If the Karsites knew of the spell, it would have had to be used after the Alliance was formed. I doubt that the Alliance was firm enough to exchange spell info before Ulrich arrived at court. The truth spell had nothing to do with truth, and everything to do with summoning a little air elemental. The truth spell never was that large a part of the Heraldic duty, as far as storyline is concerned, so I don't see that the evidence would necessarily have shown up yet. However, I rather doubt that the storms would have blocked elementals from this plane and left the moonpaths accessible. I find it equally unlikely that the storms killed all the elementals, so I think the spell should still work. Here goes anyway. Kethry was of the White Winds school. It seems to me that there were spells limiting what she could do until she was ready.
