Actually, could that be how Hulda was able to operate as a mage (re certain scenes in AotQ) within Valdemar? Either Hulda could act because she was around the heralds constantly (and that's what the vrondi were supposed to do... let the heralds know... but the heralds couldn't hear them) or she assumed that she was always being watched and was used to it. Actually, IIRC, the other characters figured out that the reason that Hulda was able to remain undetected in Valdemar for so long was that she DIDN'T operate as a mage there. She never called on the Powers Arcane, just used her knowledge of potions and such to get what she needed (likethe old nurse who was very befuddled after her stroke). And all she needed was the power of storytelling to accomplish what she was trying for with Elspeth.
