I just looked over the scene, and I can find no reason for her being there. She doesn't even speak. She only "looks vindicated" when Talia comes up with her explanation. Why WOULD she be there? Maybe she and Elcarth, or she and Kyril were talking together, or discussing the progress of a student when they heard a commotion in the records room---and Orthallen would certainly cause a commotion upon finding Skif looking through the records---and went to see what was going on?
