IIRC, I must point out that Elspeth and Darkwind aren't LifeBonded. I can't remember if Elspeth envies those who are or is thankful she isn't among their number, though... But neither she nor Darkwind needed a LifeBond; they're both fairly balanced people, and don't need someone to help them live their lives. They're just very much in love... Now for the other point... I don't think LifeBonds are very common among the general populace. IIRC, in one of the Velgarth books, it's mentioned that LifeBonds occur much more frequently among the Heralds than anywhere else. We also are reading books about the exceptional people in Valdemar, so we don't hear too much detail about the "commoners". Okay, bear with me on this thought, but couldn't the fact that there's a "circle" going on between the Heralds and Companions being reincarnated have something to do with why there's so many? If the same spirits who've chosen to be reborn as Heralds or Companions were lifebonded in a previous life, wouldn't it stand to reason that they could find each other in their current life and become bonded again? That would explain why there's so many among the Heralds... Also, some of the Chosen aren't the most balanced people in the world (not insane, for sure, but they seem to have a weak point), and one reason for the LifeBond is to help two beings find a balance between themselves. The other thing to consider here is that we have only heard about a few lifebonds. Like, four or five couples? That's still rather rare...there are a lot of heralds. Like Li'nia said, the one's we hear about are the important ones, who tend to be somewhat unbalanced. Therefore, they are more likely to lifebond. Anyway, that's what I always thought about it. The next thing I got, I think from Brightly Burning, although it might not have been, is that a LifeBond usually occurs when one person with an exceptionally strong Gift needs help to cope with that Gift- Elspeth being the first of the New Herald-Mages, Lavan being the Firestarter, Vanyel being the Last Herald-Mage, etc. This, of course, would make it kind of obvious that LifeBonds happen to Heralds more often than Joe Normal and his wife. Because, of course, Heralds tend to be Gifted individuals (pardon the pun). But this is all my confused thoughts, and a science report I've been working on a lot lately has got me using five exclamation marks or more in just about every sentence I type.
