The old buildings that Talia is toured around are all brand new in "Magic's Promise," for instance, and the Circle isn't nearly as formalized. So, it recently occured to me that Savil, as the "speaker for the Heralds with Trainees," is actually the Dean of the Collegium. Which cracked me up, thinking of Elcarth and Teren being the heirs to Savil's legacy.
