Tarma (in Oathbreakers) get's the Star-Eyed's attention pretty damned quickly during the day - OK, under difficult circumstances. >From my reading of the books, it's not clear that the moonpaths are necessary for a Kal'enedral to make contact - though they may aid in doing so. Yes, but what she does then is call on her power and yell the Star-Eyed's Greater Name -- that's very different from walking the Moonpaths and speaking Her Lesser Name. Tarma is basically screaming for the Star-Eyed from where she is, not going to her. She still can't find the Moonpaths during the day.
