He said that before the web only the Herald-mages could sense other heralds or ones they had used magic with. Vanyel already had the tool to create the web and link it to the other Heralds. He just wasn't sure what exactly he needed to do to connect the web to the others. He used the Companions as a stable base for the whole thing.
