If normal companions are reincarnated Heralds, then there wouldn't be one who would know anything about any magery unless they found one from Vanyel's time, and that as a long time ago. So they needed an entirely new Companion who would be able to help Elspeth with her learning magery. Or at least one who would believe that there was such a thing as magery, because since Vanyel's time no one in Valdemar really knew about it.
