Wrong, the H of L amends bills all the time and indeed the government often
relies on this to clean up what the House of Commons did.
The most public recent example was the Hunting with Hounds Bill where the H
of C refused to agree to the Lords amendments and so the rare Parliament
Act 1911 & 1948 procedure with the 12 month delay was resorted to.
The H of L can also stop any new or altered statutory regulations, you
probably forgot about this because Congress has no such power.
