which brings to mind Kipling's poem on Dane Geld

"That if once you have paid him the Dane-geld
You never get rid of the Dane."

of course, he goes on to say:

"For the end of that game is oppression and shame,
And the nation that plays it is lost!

it works that way for bullies, too. And too often people let
them get away with it - which leads to Colombine and other
school shootings.
