It depends upon how closely to the body it fits and how full it
is.  Sometimes yes, sometimes no.  The skirt I am wearing now
takes less, but not others.  I prefer my skirts to the ankle or
the top of my shoe.

The crushable hats from tznius.com, do those work for you?  Or a
scarf?  I don't claim to be minimalist at all.  But I have only
one formal hat, it's a tricorne; when necessary, I travel with it
on my head.
