Yes, but there are men who would probably like to do that, too,
and there is such a social stigma against it. If attitudes
changed, perhaps that factor could be equalised as well. Some
men (and their partners) are willing to live with the disapproval
but others are not, or can't find partners who are--I'm sure the
number of men engaged in homemaking and primary caretaking of
young kids would go up if this evened out.
