What do you mean by "nervous system tissue"? Nerves run
throughout the entire body of an animal, and if you don't ever
want to eat them, you basically can't eat meat. One of the
reasons kosher butchers sell the hindquarters of beef to
non-kosher butchers is the difficulty of dissecting the sciatic
nerve.
However, what you want to avoid in order to avoid BSE (which
can't be got rid of by cooking) is spinal cord and brain tissue.
I can definitely see where that would be a problem with ground
meat products of any sort, and oxtails are right out, but I'm not
sure why you would think spinal cord or brain tissue would be in
a solid cut of meat, such as a steak, roast or chop.
