Not when they eat your garden, they aren't.  In fact, I'm reminded of
Barbara Damrosch's advice (in her _Garden Primer_, my fave gardening
manual) for attracting wildlife:  just plant beans, corn, peas...

By the by they eat flowers too.  Anybody want a groundhog?  They're
welcome to all of mine.
