You can build _anything_ into emacs. That's part of its whole appeal.
It's the ultimate configurable editor.
I once built an entire editorial processing system on top of emacs (I
was working under VMS with a version of emacs 18 and my only other
tool available other than a C compiler was a ported verion of gawk and
the really grotesque native facilities in VMS, like EVE.) Building
mail filters ought to be trivial in comparison.
(For the record, I'm fluent in both vi and emacs, but use emacs
whenever possible except for editing configuration files.)
