[LMB] AKICOTL, old Analog story

There was a wonderfully funny story by, iirc, Arlen Andrews in Analog 
some years back, which was the exchange of letters (on clay tablets) 
about a Babylonian building project, and its government documentation... 
the tower of documentation eventually outgrew the palace, and, well, you 
can guess what happens next... last letter being from the fleeing 
architect, heading away as fast as possible, pursued by the irate king's 
soldiers.

   I wish I could remember the title.   I bet someone here can...
