But they pick the Emperor's genetic pattern, therefore his abilities and  
tendencies.  This gives them as much or more control than  Cordelia had over 
Gregor, although it would only show after a long period of  time.  Since the Star 
Creche is very important in the Celestial  Garden, I assume they have 
something to do with his education, as  well.
