In the interests of trying to keep terminology straight, this is just
spammers forging the 'From:' and (badly set up) servers thus sending
delayed delivery failure notices to that address, not a "Joe Job".
"Joe Job"s actually try and convice the public that the forgee sent a spam
run, eg by including an advertisment of the victim's web site.
