Pete has it right. The state of Michigan in the US (not the lake!) is made of two
halves: the Lower Peninsula and the Upper Penninsula. The Upper Penninsula, aka the
UP (pronounced Yoop), is populated by people who self-identify as "Yooopers."
There's a distinctive accent involved -- similar to the accent in the film "Fargo"
-- that can be heard in the film "Escanaba in Da Moonlight."

http://www.dayoopers.com/whatwher.html is from the website of a musical group from
the region (called, of course, "Da Yoopers). It explains better than I.

The Yooper accent was also heard in the old Saturday Night Live skits about Da Bears
(US football team).
