On my mailing list, I just ban everything that isn't 7bit ascii. 8bit
depends way too much on the applications, the system, and the weather
in Peru. It is not even strictly ascii according to most of the people
who rant about such things, unless it is 7bit.

Thus, accents are a casualty, and whew.
