Card's short story is an integrated part of of his series (how
important, I don't know).  I find I'm grumpy about the fact that I
have to buy an unrelated anthology to get the complete story.  I
prefer Lois' tactic of a short story that isn't integrated, one I
don't need to own or even read to follow the overall story arc.  

Was that intentional?
