IIRC, there are some answers in _Memory_. Going over all that history in 
his mind, Miles makes it clear that "ruthless" Ezar had simply requested 
then young officer Illyan, plus a few others, to submit to the 
operation. But being patriotic and faithfull to the emperor and all 
that, I suppose they followed the order as they would have if he had 
sent them in a dangerous commando mission.

Though it would have been interesting to get Illyan's side of the story. 
How he felt about it, what he thought it might accomplish, how he coped 
with that "double set of memories"...
