[LMB] Changing the Spoiler Policy - one thing still to decide

List policy here generally operates by consensus, sometimes
evolved over a great deal of time.  Michael Bernardi, the
listowner, does occasionally step in to nix some proposed
change or to alter it a bit.

In this case, Michael is fine with Marna's suggestion (and I
think we all would like to change the policy NOW, if it's going
to happen, so no slow list-consensus), with one thing yet to be
clarified:

What is the "date of the ARC"?

--Date of first one being sold on eBay, or turning up in some
listee's bookstore?
--Date when some number (5? 10?) have been sold on eBay, as
a sign that a minimum number of listees might be about to
have access to one?
--Something else?

(My role here is to get the final decision into the FAQ, once
the language has been hammered out...and after being sure
that Michael is OK with it.)
