I don't see a logistical problem. It would require a
certain strength and skill on the part of the
attacker, but Cordelia has that; it's easy to imagine
that she is physically stronger than Mehta.  

Once there was a belt wrapped tightly around my
throat, I doubt I'd have much control of proceedings. 
A strangled squeak - at most!
