[LMB] The new spoiler FAQ

OK, we have a winner!  Michael B. has OKed this,
and it will appear in the Web and text List FAQ
shortly (like, this weekend sometime, I hope).

The current spoiler FAQ #2 will be replaced with:

2. When is it OK to discuss spoilers on the list?

Discussion may appear on the list, suitably marked,
as soon as ARCs (Advanced Reader's Copies) appear.
ARCs may be first spotted by listees who are also
reviewers and thus are sent copies by the publisher,
or may appear on eBay or similar venues.
------------

Note that the "how long must spoilers be marked" will
remain unchanged, at 2 months after first *publication*
date. Other FAQs cover the SP: tag, etc.

Anyone who wants to word-smith on the FAQ is welcome
to send me email off-list, but I think we are set on
the basic concept.
