I'm not sure why this is a good thing. If you must get formula,
surely it's best to get it in a form that requires no adding of
water, which may or may not be as good as you think it is?

When my little brother was born in 1969, he was allergic to
cow's milk.
Breastfeeding was not an option; he was adopted. (Not that I can
imagine my mother breastfeeding.)
So not only was there cow's milk formula available premade then,
there was soy formula. I know because the smell of it was all
over our house. (It was pretty nasty and I refused to drink
soymilk until I was in my mid 30s. No way could I be
convinced--until one of my exes tricked me with chocolate
soymilk--that it wouldn't taste like that stuff smelled.)
His formula didn't come in prefilled bottles, but it did come
fully prepared and ready to drink, in cans. Since it was canned
it did not have to be heated or refrigerated until it was opened.
(This is probably the ideal way to distribute formula if it has
to be distributed to people who cannot breastfeed in areas where
sanitation and water quality are dubious.)
All the formulas back then had names that made them sound like
medicine. I can't remember what the soy one was called (but I
note that even now when I recall the smell my nose wrinkles a
little) but the one he was on before that was called "Enfamil."
I know that probably comes from "infant milk" but it sounds like
something similar to Elavil or Melleril.
