Not everyone who does it is, but people make assumptions based on your apparel. It's a better testimony for you to appear in clothing that people associate with your belief than to dress contrary to those assumptions because people have already made the assumption based on your appearance before you open your mouth (it was a bit more involved than that, but that's the gist of it).
Explaining why he thought it was a good idea to dress that way went a lot further with me than the sermons when he'd occasionally just talk about how the Bible says women should dress in modest apparel. On those occasions, I kept thinking about the various changes in women's AND men's apparel since the time the Bible was written. Incidentally, it's never the main subject of one of his sermons. He just occasionally goes off-topic. :)
