Perhaps the municipal guards are organised by the counts under the
authority of the emperor. The specific authority would then override the
general prohibition of Vorloupulous's Law. A variation of the maxim
"generalia specialibus non derogat". The emperor could impose whatever
conditions seemed appropriate. (Areas of jurisdiction, types of weapons,
etc.)
