Think rugs.  As in the loops of yarn.  Certain types of hair with tight 
curls might come to resemble a fuzzy, lumpy surface like a rug.  Nothing 
particularly offensive about it, it's more or less not PC according to 
the race and usage of the person making the statement about the hair. 
Sort of like someone commenting on the milky white thighs of the former 
president.  It can be a touch racist if used in a racist way. 
Otherwise, it's just a statement of fact.
