I'm in Minneapolis, MN - I didn't see any temperatures lower than -29F
recently.  That's straight temperature - there have definitely been
-40 windchills!  But windchill is easy to compensate for if you know
what you're doing.

As my darling wife loves to say, "In Minnesota, warm IS fashionable!"
