Effective and gruesome, yes.

But you also get cases like Rene Vorbretten, who, when gene-tested, was
found to be one-sixth Cetagandan.  Admittedly, it was said that it was
probably from a collaborator, but that doesn't mean that his case is the
only one.  Or that if a Barrayaran woman had been raped and had desperately
wanted a child, kept it anyway.

The majority may have been patriotic citizens and have placed the sins of
the father on the child, but that doesn't mean all of them did.
