[LMB] sidewalk etiquette, was No messages lately

i saw a lady with a toddler and a stroller (with infant) walking past a (new 
york) apartment building after new years day.  the super (i assume) was 
hauling out bag after bag of garbage [2] and pretty much making a narrow 
sidewalk even narrower.  one bag got tossed so that blocked the entire 
sidewalk, then the super went back for more bags.  the mom shoved her 
stroller right over the bag blocking the sidewalk.  the super came out with 
yet another bag, saw her squashing (possibly popping) the bag, and started 
cussing her out.  why didn't the stupid *** go around?

couple of etiquette questions here.
is it proper to cuss in front of kids?  in new york i know people have no 
problem cussing in front of liberated females, but still, in front of a mom 
and little kids people usually keep it cleaner

should the mom have waited to see if someone was going to move the bag? 
there wasn't room for her to walk between the garbage bags and apartment 
building and the stroller to move it herself - not that she should have to! 
but should she have waited?  and how long?

the super told her to go around: is it reasonable to tell a mom with 
toddler, forget the stroller, that she should walk past nine or ten cars in 
the street bec. there was a garbage bag blocking the sidewalk?

[1] is there a one-word english translation of, to stand around idley and 
comment while watching other people do actual work/concentrate on a game/try 
to actually get something done

[2] oh, the fun of clear, see-through garbage bags after new years!  who had 
the party with all the soft drinks, and who had soft-drinks mixed with 
booze?  and --who-- got those great presents!  the boxes make my kids 
jealous.  things that would make me jealous tend not to have boxes with 
nifty pictures in primary colors...
