The builder I draw plans for occasionally has had something like this  happen 
with a licensed electrician subcontractor.  It's not always the  amateurs--I 
guess the main difference is that the electrician has to come back  and clean 
up his own messed-up job.  And then tries to convince the builder  that he 
should be paid for his time.
