My dear spouse and I do the same thing - we're both frequent
pedestrians, for ordinary getting from place to place, and while
we're out running as well. My response, when I'm not in a hurry, to
anyone who threatens police action is to say "Give them a call. I'll
wait right here." I know the city code with regards to pedestrians,
and I don't pound on cars when I don't have right of way.

When I'm out running, usually there isn't time for them to get out of
their car and start a confrontation. When I was younger and more
willing to get into things (as well as more agile and more foolish),
I would go up and over peoples' hoods if they failed to properly
yield right-of-way to me.
