The Irish Senate is only partially elected.  Only 6 of our 66 Senators are 
directly elected by any proportion of the people (by the graduates of 
certain specific universities, to be exact; and my alma mater is not one of 
them, poo).  Of the rest, the Taoiseach (= Prime Minister) gets to appoint 
11, and the remainder are elected (from special panels of nominees) by 
politicians (members of both Houses, and local councillors).
