I like this category. I'd probably go with characters who interest me more than the size of their role would suggest, since I don't necessarily like them. But for some reason I tend to have an interest in this sort of character in a lot of media (Radek Zelenka in Stargate: Atlantis, Maul in Star Wars I, etc.).
In Bujold's works, I'd go with:
1. Princess Kareen
2. Byerly Vorrutyer
3. Prof. Helen Vorthys (and her husband whose name I'm blanking on--I'd love to read their story)
4. Martya Koudelka
5. Don(na) Vorrutyer
