Hmm, doesn't ACC make reference to the Kouldelks girls going to school with Tatya VorBretten? It didn't seem like it was very Victorian. Even Piotr and Ezar seemed to be pushing education on the whole, not just for Vor or males.

There was a conversation that involved Piotr, Aral or both somewhere in CO about the educated "new men".

No, I can't remember any specific reference either. By
Miles' time things are changing and schools are being
set up for everyone, but in the previous generation -

That's what I was imagining, just judging by parallels
to our own history.
