When they know all the facts.  The thing about soap operas is
that you know all the facts.  You see all sides of the story.

I have heard many people dismiss stories about this sort of thing
in RL with a "Well, that's what she said he did, but how do we
know?"  In cases where there's a long record of attempts to get
help, yes, there may be a public outcry, but there are cases
where for whatever reason a woman is sure she won't be helped or
believed (her neighbours all know and nobody seems to care; she's
used to it from childhood on; he's a well-liked, powerful and
respected man and she's an outsider in the community), and she
finally snaps and does something about it herself, and nobody
DOES believe her.

Or at least not the right people.
