treats his gold. locked up for their own good. why let the last few wombs
leave? especially since letting the proles move from county to county - or
is it district to district? - is fairly new, yes? miles remembers the change
happening hwen he was about 6. that's less then 25 years. youngsters may
not remember restrictions, but all the older generation does. they haven't
begun to die out yet, and neither have thier attitudes.
we really don't know the ratio of conservative to progressive, since the
main people we see are strenuously progressive.
in 'moon is a harsh mistress', the scarcity of females made them treasured
and powerful, but treasure is often horded and kept under lock and key.
