It's been several years since I read it, so I may not be remembering
correctly, but it seems to me that the relationship between
_Commitment Hour_ and the rest of the series is sort of like that
between "Falling Free" and the rest of the Vorkosiverse:  recognizably
the same universe, but little intersection between the story arcs.  So
it can reasonably be read as a stand-alone; don't know whether you
consider that a plus or a minus.
