Did Cordelia say anywhere in that passage that those fes fall on the 
individual citizen? I remember reading and thinking they were imposed on 
industry - and speed the day it happens here!

Pat, thinking that Beta is a long way from Heinlein's Luna City, where your 
buddy had to stake you to paying for your air if you couldn't.
