Personally, I often give out _Cetaganda_ as a "starter" book, since it stands alone moderately well, and has aspects of the mystery and romance generes mixed in with the SF elements. I know a lot of folks who like mysteries, so that aspect can be a really strong "hook." It also gets Miles front and center from the first page, and that's another strong "hook" in and of itself . . . :)
