It means different things to different people.  I call the front page of
my site a `blog' (web log) because I use it to point out new stuff.  You
don't *have* to use blogging software to blog; it's just easier.  I
guess.  (Not actually ever having used any.)

I think of a blog as any kind of online journal, with entries that are
associated with dates; thus it's entered chronologically, though you
might have ways of sorting the entries by category.

The blogosphere has all kinds of categories---geeky, political, arty,
foodie, knitty, you name it, people blog about it.  A lot of blogs have
comments, and those tend to develop communities, if the site is a
popular one.

I don't know much about livejournal or myspace either, since almost none
of the blogs I read regularly visit use those (as far as I can tell.)  I
will say they seem more prone to those annoying little animations,
though.  Nor have I mastered rss feeds.  I tried 'em for a bit, but all
this unread stuff just piled up and made me crazy, and I went back to my
old system of simply typing the relevant urls into the browser:  I have
a basic idea how often most of my favorites update, and firefox
autocompletes.

So my approach is pretty primitive.  It's still a major time-sucker,
though.
