That is absolutely bizarre.  I'd write to
azurelunatic at livejournal.com, if she can't help you she knows who
can.  I know lots of real teenagers who have adult accounts, and
I've never heard of such a thing.  I've heard of that happening
with Yahoo Groups, but not LJ.  (I knew someone who turned 18 and
could not get them to upgrade her account.)
