M$ Word is so famous/infamous for producing kludgey HTML code that  
DreamWeaver (one of the main Web authoring programs) actually has a  
built-in command "Clean up Word HTML."  It usually gets ~80% of the  
dreck out of the file, and decreases the file size by 20 to 50% in  
the process.
