Tsk, tsk, metaphors are meant to convey information. That one simply states that the Capt'n is OBVIOUSLY attracted to / aroused by the lady in question.

I assure you, none of those possibilities happens to be true. The
metaphor is about as inappropriate as it is possible to get.
