It seems to me that

1) That's the writers.

2) I'm not really sure that intelligence maps all that
well to good decision making ability. I would even argue
that intelligence leads directly to poor decision making
when it comes to dealing with other people.

An intelligent persons (or at least this intelligent
persons) internal predictive algorithms tend to be based
on logic and reason. Since most people have little ability
to use reason, nor much inclination to do so when they can
the decisions that they make can not be accurately predicted
using intelligence. That calls for people skills.

Or, in Dungeons and Dragons terms, your ability to deal
with people is primarily determined by your Intelligence and
Charisma, not your Intelligence.

3) I do like Ramamurthys voice. It seems to me that (unless
it is the sort of relationship where you don't want them
to talk) a nice voice, and a nice accent, are always a plus.
