That's a whole different argument, in that he's Irish (from Dublin).

Since the books are set in 2060, the whole titles system might have ended and therefore become unfamiliar even to Britishers born after that. 

There's also retcon possible based on the fact that Roarke is (a) not formally educated although he's an intelligent techie and (b) an incorrigible smart*ss.
